Quantum technology in The Netherlands
Internationally, The Netherlands plays an important role in the development of quantum technology. The so-called Quantum Delta ecosystem has received substantial government support via the National Growth Fund in order to create a ‘Silicon Valley’ for quantum technology in The Netherlands.
Impact on society
The impact of quantum technology on society is potentially huge, with positive applications in for example biochemistry, logistics, medicine and energy. Yet, many challenges lie ahead to make the technology work. Moreover, quantum advantage is expected regarding specific applications. A wholesale replacement of convential computers by quantum computers must be ruled out.
The rise of quantum technology intensifies already existing worries about knowledge security and strategic autonomy. Geopolitical tensions force us to think carefully about control over access to the technology and the purposes of its use. An important issue is the possible increase in surveillance, by both governments and companies, with quantum technology.
While there is already much attention for the disruptive effect of quantum technology on cybersecurity, there are pressing issues with respect to justice, privacy, warfare, autonomy and sustainability too.
Beyond the hype
Based on an extensive survey of literature and a number of expert interviews, Rathenau Instituut concludes that undue high expectations of quantum technology obfuscate a well-informed debate about its potential benefits and risks to society. ‘Initially there was a strong hype around quantum technology,’ says senior researcher Bart Karstens. ‘Now is the time to broaden the horizon and engage in a nuanced debate about all its potential effects.’
Rathenau Scan
‘Quantum technology in society’ is the first edition of a new series of Rathenau Instituut: the Rathenau Scan. Researchers of Rathenau Instituut developed a method to flag the public values that are at stake when a new technology arises. It is especially important to do this in an early phase, when the realization of the technology is very much uncertain and its development can still be guided towards desirable outcomes for society.
