The Netherlands in the EU Framework Programmes
The Netherlands financially contributes to the European framework programs, but also receives money from the framework programs. In this data publication, we discuss (1) the expenditure and revenues of the Netherlands in the various framework programs, and (2) the distribution of Horizon 2020 expenditure to the top 10 recipient countries.

Analysis
The financial return Dutch researchers receive from the different EU Framework Programs exceeds the financial contribution of the Netherlands to the EU budget in each framework program (through the Multiannual Financial Frameworks). The share that the Netherlands receives from H2020 is 1.5 times greater than the Dutch investment. The upper figure also shows a decreasing proportion of the Netherlands to the EU Framework Programme budget, mainly due to the growth in the number of EU Member States.
Up to November 2020, the European Commission allocated a total of € 58.4 billion from the Horizon 2020 program. The budget share of the Netherlands was € 4.5 billion, making the Netherlands the sixth recipient. It accounts for 7.7% of the total allocations. The top 10 recipient countries accounted for 77% of the resources allocated.
